Disable "net send" with Win2k group policy???

Hi all.
We have recently deemed public instant messaging software as evil and have blocked all ports needed to log on to pretty much all IM software.

Here's the problem. The users now want to use "net send" (internal windows messaging service) to send messages back and forth between each other. Can anyone tell me where in group policy you go to disable "net send". Any info would be greatly appreciated. Thanks.
 
Disabling the messenger service is the best way. I haven't got a server here so I *think* the services control is in AD & C -> Computer Settings -> Security -> Services.

 
Thanks a bunch!!! I was overlooking "services" buried under "security". That did the trick.
