Disable folder access on Start menu

Using server 2003 and XP workstations. I've created a profile on the server that contains folders in the Start Menu that will expand when the mouse goes over the folder. If you double-click a folder in the Start Menu, it will open a window of that folder. How can I disable this?
There are files in the folders that I want users to access, but only by clicking Start --> Folder, and letting the folder expand to show the files.

Keep in mind that the folders will be copied down from the server once the user logs in. If I check deny for the 'List Folder Contents' permission in the security tab, then it won't copy down from the server. I even tried to edit the user permissions in the Advanced Security Settings, checking deny for 'List Folder / Read Data', but it did not pull down from the server.

Any ideas on how to deny users the ability to double-click a folder on the Start Menu, while allow it to copy down from the server upon logon? Not sure if the group policy editor can do this. Is there a script of some sort? Also, if there it a way to hide the Programs folder on the Start Menu, but still allow the Startup folder to run any executables, I'd appreciate that too. Thanks.
 
only way would be with permissions...if they have permissions to the folders you are wishing them to not use...then you are out of luck...you would need ot set their view to not display hidden files and folders, and use part of their logon script to check to see if, and set the folders as, hidden, if need be
