Dear All :
I need some of my users to be able to fully function their email boxes except deleting emails from it ..
so that they can :
- Read and receive emails
- Send emails
- But Not Deleting emails from their Email Boxes ...

You might want to reassess your goals and rethink your stategy. Archiving, journaling, or an alternate recipient might be a better approach.

Until the mailbox reaches the size limit or your hard drive fills up and exchange dismounts the store.

I would just mail enable a public folder, set appropriate permissions on it, then set the public folder as the alternate recipient for the user and deliver to both. It's a sort of one-off journaling approach.
It won't matter if the user deletes a message; it'll be archived in the public folder. If the reqirement is to retain the messages for a given period of time, you can set an age limit on the public folder to do the cleanup automagically.
