Which Operating System are you using?
If you are using NT4 or later then it is effectively impossible.
There are techniques which apply to Win 95 and 98 and are shown in thread222-842259 (amongst others)

Do a google on "MSGINA".
This is the dll that NT based Windows calls when it sees the secure attention sequence (Ctrl+Alt+Del).
There is a good whitepaper at Microsoft Technet on using a custom GINA, and there are some decent articles on MSDN on how to write one.

Yeah, the technet article is mainly how to recover from a defective MSGINA (got a boot disc handy?)

Don't forget about other keyboard handlers, such as CTRL+ALT+ESCAPE
I'm not sure whether that shortcut bypasses the GINA or not (possibly writing your own GINA would solve this, but maybe not)
