Disable boot keys (F8)

Hi
As F8 is pre OS boot up if you could disable it, then it would be disabled for all users, that includes Administrators.
In safe mode your OS should still ask for user name and password and give them the same rights as in normal mode.
I can not see any problem unless the system is miss-behaving.
