When directory replication runs on one server I receive the following error message:

The directory replication agent (DRA) attempted to open mail with name /o=DCI/ou=MCP/cn=Configuration/cn=Servers/cn=MCP_B1/cn=Microsoft DSA:MCP_B1 but received error 2147500037. Messages could not be sent. Make sure that the mail service on this Microsoft Exchange Server computer is running.

The related event ID 1091.

How is the mail flow between the Exchange Sites? Do you have the E-mails between the Sites pending in the MTA queue?
One possible reason for this could be having two Exchange Sites in two different domains. If that is the case verify the trust between the domains and if necessary – reestablish it.
