Differences between account codes and authorization codes

Hi,
I came into strange situation, where customer asked me to force users to enter account codes, otherwise, they won't be able to call outside calls. As i know authorization codes are used for that. So i really don't understand the purpose of account codes. Is is only for CDR, not for limiting calls?
