I know this might seem like a stupid question, but having searched the web, and bieng a new-comer to this business, I am finding it difficult to know what are the differences between premiere pro 7.0 and 1.5. I know 7.0 was changed to 1.5, but are there any differences for the user? i have a copy of premiere pro bible and would like to know if it can be used with 1.5?

Premiere 7.0 is Premiere Pro 1.0.

Premiere Pro 1.5 is the latest version, a significant update from 1.0.

Differences between 1.0 and 1.5 are documented at
The latest 1.5.1 update mainly introduced HD support, but also seems to have addressed a number of other issues, albeit without saying so.

1.5 builds on 1.0, so your Bible book will be relevant to much of the new version, but clearly not cover features where there have been significant changes such as the Project Manager, Bezier keyframes etc.
