Dial Up networking- transient problems

Using Windows 98 Second Edition (OEM)- Traditional Chinese Version.

56K Dial up connection to ISP set up using Hayes Accura 56K External modem on Windows

Symptoms
1) Sometimes after "Logging on to network" is displayed, and even after IPCONFIG /all shows up a proper IP, gateway, DNS server, pinging ISP's webserver, other wellknown websites results in no response (could be DNS error, or some other error, but couldn't tell, because Win98 does not have nslookup), worse still the connection manager shows Byte sent as 3xx bytes constantly.
2) Occassionally, could not even connect after modem handshake, with Error 650 (could be an ISP issue, but not sure)
3) Sometimes, could connect with no problems
4) Problems seem to occur after I install Windows 98 Second Edition Dial-Up Networking 1.4 Upgrade at (when I install I choose to overwrite files, but uninstalling the update from Add->Remove programs does not help.
 
If you have the Win 98SE installation CD, then uninstall the networking upgrade from Add/Remove Programs, click the 'Windows Setup' tab at the same location, click on the name Communications, click Details, clear the box for 'Dial-Up Networking', restart the computer if prompted, go back to the same location, recheck the box for 'Dial-Up Networking', insert the Win 98SE CD, and click OK.
See if that helps out.
 
No help... that does not seem to uninstall Dial Up Networking (completely)
renaming the RAS*.dll,etc. does, but after reinstallation, not all ras*.dll files are install, resulting in failure in trying to connect (Error 645) using existing DUN connections (which were not removed upon uinstalling), and also in error in creating new DUN Connections (RASSETUP.dll missing)

Also, how could I uninstall TCP/IP, etc. for Dial Up Networking. Under Control Panel->Networking, everything is already blank, TCP/IP is only used under DUN.

Does the symptom of "constant" 3 digits bytes sent/receive indidate what is wrong?? Also, tracert to ISP's DNS Server and well known websites (using known IP addresses) results in "Destination unreachable" error, which is weird.... Not surpringly (as a result of that), pinging well known host names does not work.
