Dial into router

I want to dial into a remote router when the circuit fails.
I have a modem hanging off the aux port on the remote router, and a router(not in production) with a modem attached to the aux as well. What would be the config on both to dial into the remote router from a router that is not attached to the network?

Why dial from a router that is not connected to the network. You could just dial it from any PC with a modem.
