Dial Intercom half working?

I have a Dial Intercom button setup on about 20 9608G phones at an office and the owner is claiming that some phones the intercom doesn't work and the phone just rings like you called it normally, but half the phones work via speakerphone/intercom. I am not on site to confirm this but I'm not sure what to check.

If the called intercom phone is already on a call then it will ring the phone.

If the called intercom phone is not on a call then it will page over the handsfree speaker.

Is the target user allowed to receive intercom calls?

I don't see anywhere to disable incoming intercom calls.

I think it might be Internal Twinning guys. All the phones that are twinned or have GT on the screen aren't working but all phones not twinned are working. My guess is you can't have it both ways?

I have handsets twinned and they still take page calls

Could it be 'Default Handsfree Audio Path' setting on the phones?

Tried that with no luck. amriddle01, mind sharing your settings that are allowing dial intercom to work with twinned phones?

I should mention if I haven't already that the phones are twinned with Avaya D160 handsets. Maybe that makes a difference.

Do I just have a setting here wrong that would not allow John's 121 ext to receive intercom calls?

Edit: No luck, still just rings his phone like a normal phone call instead of just coming through the speakerphone.
