Users in NYC can dial 311 for various NYC municipal offices and services. Having trouble creating a Short Code to allow this. Want user to be able to dial 9311 since 3111 is an extension in the IPO.

I see some difference between 9311 and 3111, the first starts with a 9 and the second starts with a 3 so there should be no problem.
Create a shortcode SC= 9311, TN = 311, Action = Dial, Linegroup = whatever the outgoing line group number is set to.
That should work and if it doesn't then you have a conflicting number starting with 9 or 93 or 931 or even 9311xxxxxx what ever.
