Dial 0 to reach an extension Location 10

we have a CM core with 46 LSPs/Tenents... one market dials so to reach extension 19821 and now wants it to go to 19828 All of the programming was done by our vendor a while back and this is one type of programming I have not done. I looked at the dial plan for ALL and show 0 is tied to ATTD . If I look at the dialplan for location 10 I show no entries. So I assume this is being done some other way. I just do not know how to do this. I really don't want to contact the vendor and get billed for what I would think is a simple change once I know how to do it. Any help would be appreciated.
 
so if you do a list ars analysis location 10, do you you see any entries? also what tenant number are they as this is where you can define the ATTD GROUP NUMBER

I actually stopped the trace too early, I see it simply rings back to the vector for that location and it dials a station which has a coverage path, and I just needed to modify that coverage path. Something so simple was right before my eyes. I had looked at that vector before and I thought 88100 is not 19821 so how is it getting to 19821 when it is clearly going to 88100!?? never thought to look at 88100's coverage path.
