Diable external email access - problem user 1

Is there a way to disable external email access to a user in an exchange 2003, outlook 2002 environment? We would like to allow them internal email access, but nothing external.

I tried deleting the only SMTP address, but exchange 2003 won't allow for that.

Ideas?
 
Yeah, that works for incoming, but how do i stop the user from sending email external?
 
you can disable his workstation to relay to a SMTP virtual server that's doing external email.
