Can you setup DHCP to hand out IPv6 addresses or do you need a dhcp server to do that?

The only thing that can hand out addresses is a DHCP server. That server service could be running on a server computer or a network device. Some system has to give out addresses. I don't understand your question.

I was reading an article about how IPv6 has selfconfigured addresses or something?
