DHCP will not respond

I had a scope of 192.168.20.0, but due to network growth, the scope filled up with all our printers and other static IP assignments. So I have created a new scope of 192.168.30.0 just for DHCP clients, and made the correct adjustments to the router. If I put a static IP in my clients, they work and can talk to everything, including the server that serves as a DHCP server.

But the DHCP server refuses to dole out from the new scope. I have deactivated the other scope, but not deleted it. Is there any reason the DHCP would not service DHCP requests? DO I have to delete the other scope first?
 
I figured out that I needed to add both scopes to a "superscope" as the server will not otherwise allow itself to issue different IP address ranges within the same subnet. Go figure. It is working fine now.
