DHCP Server Unavailable

Here is my problem: New install of W98SE. Previous install worked OK. (Don't ask why I blew it away!) LinkSys router set as DHCP server. Have 3 other computers set up and work OK. Same problem when using original network card, or using a new D-Link DFE-530TX+ PCI adapter network card. DHCP Server Unavailable. Installed network card with newest drivers. Installed TCP/IP. Set up to obtain IP address automatically. Use DHCP for WINS Resolution. Primary Network Logon set to Client for Microsoft Networks. LinkSys router set to give out addresses 192.168.1.10 through .19 (10 addresses) Link lite is lit. Activity lites blink on both the network card and router (set as gateway) when trying to renew address. NIC card keeps the Autoconfiguration Address of 169.254.177.67. Router has a LAN address of 192.168.1.1, and a WAN set to automatically obtain an IP address. Tried giving the network card a static address of 192.168.1.30. Then the computer can see itself (but no other computers) on the network and the other computers on the network can see the problem computer on the network but come up with the error "\\ComputerName is not accessible. The network path was not found" when trying to access the computer. Client for Microsoft Networks, and File and printer sharing for Microsoft Networks are both installed. C: drive is shared. Have tried installing Windows 98SE with two different disks, so it is not a scratched disk. Have uninstalled and re-installed TCP/IP stack many times. Have removed ALL cards from the computer except the network card and video card and re-installed W98SE. Didn't help. No conflicts shown in System Information. No IRQ's are shared. Computer is AMD K6 500, 128MB RAM, 10GB HDD. When dual booted to Windows 2000 everything works OK. Have tried changing settings in BIOS, and reset data as a last resort and it didn’t help. Have tried many help boards on the Internet to no avail. Have spent about 80 hours total on the problem and am finally out of things to try. Any suggestions will be appreciated.
 
I would start by manually configuring the interface and then seeing if the computer can communicate over the NIC. Of course I would verify that the cables were good before that. I know that they probably worked a minute ago, but I wish that I could have just half of the minutes back that I have wasted because I "knew" that the cables were good.

If the static configuration works (I'd be surprised if it did) then you need to install a network sniffer like ethereal to see if there are packet errors or anything like that.

Another thing that could be an issue is the speed and duplex settings. The NICs and hubs/switches are supposed to auto negotiate, but I have seen plenty of issues with this. Try manually setting the speed to 10 Mb/s and the duplex to Half. If this solves your problem, then you just need to play until you arrive at the best speed and duplex setting.

Have been busy with job search and interviews. Put the computer on the shelf for a while. Have started from square one again. Can ping 127.0.0.1, but can not ping any other computers on the network. Hooked straight to a hub and used static IPs of 192.168.1.X. Downloaded and installed ethereal on my W2000 notebook and shared the files on the network. Burned a CD of all the required files. Installed the files onto another W98SE computer using the burned CD and works fine. Installed it on my problem computer and when I go to run ethereal I get an illegal operation:

The FS=changes every time the error comes up, and the second octet of the third row of the stack dump changes every time. IE: FS=30b7 and stack 0f9a3423 instead of
FS=2dd7 and stack 0c4e3423. All other info stays the same. This error happened when connected to hub with static IP 192.168.1.2. Nearest I can tell maybe the drivers for the NIC card in Windows98? Will try another network card and post the results later.
