DHCP not renewing at startup

I have this ongoing problem that I cannot figure out. Here goes:

I have Windows 98 PC's, when I release the address, reboot, I get an APIPA address. Of course this does not allow me to log in to the network. If I manually do a renew with WINIPCFG, I get an address and can log in fine.

I have tried un-installing all TCPIP/NIC drivers. NO prevail. This is on different PC's with different NIC Mfgs.

If I do move them to a different switch on the network, it works fine. I checked the configurations on both of the switches and they appear to be the same.

I am at wits end with this issue. If any one has any input or suggestions, I would greatly appreciate it. I have tried many other things to resolve, so let me have it!!

It is your switch.

Some switches do not forward packets until after a period of time has passed--Cisco is 45 seconds. A switch's port must change states from down, listening, learning and then finally forwarding. Your PC boot up faster then the port changes states. Unless your switch has a fast-port setting you will encounter this problem. This may be your computer works well on other switches.

Just a shot in the dark.
