DHCP database inconsistent

Hopeing someone has an idea on my problem. In Windows 2000, whenever the server reboots the DHCP database becomes inconsistent. The available leases show as being almost completely used but not showing all leases in the active leases window. After the reconcile and verify they show up and I can delete the inconsistent leases and everything is fine until the server reboots or the DHCP server service is restarted. As soon as it does the inconsistencies are there again. What I need to know is where are these address leases coming from? I know that reconcile compares the DHCP database with registry info but where is the reg info? I've done a jetpack on the database and it hasn't made any difference. Anyone with an idea on this?
 
No they are addresses from our DHCP scope (172.16.11.0).
