DHCP access is denied problem

I finally demoted our windows2000 dc and let the windows2003 server take over, no problems except for when you try to start the dhcp client I get access denied 1004 error and for wins I get cannot find the wins server The error was: access denied.
I have no clue what is going on, my second dc is still windows2000 and dhcp and wins is running fine...any help is appricated.
 
So you demoted your 2000 DC to a member server and you want it to have a dynamic IP address right?

Why not a static IP?

Have you tried simply rebooting?
 
It has a static ip and yes I did reboot the old w2k dc. It seems that all the W2K DC's are replicating fine with the new W3K DC but the problem is on the W3K dc it get DHPC access denied error I looked @kb895149 but in the kb I need to add the "Network service" full control to the dhcp reg and I cannot fine the "Netwok Service" account, if I can then I can give the account full rights and maybe should work....
 
Found the problem, I needed to transfer the PDC role to the new W3K DC then the Network Service and Local Service accounts were there now. Then I mod the reg keys for dhcp, tcpip and wins. Everything works now.
