I have to install a new DevPack in order to use the 7921 phones. Is there anything I need to know about the DevPack install? Any Concerns I should have? (Callman 4.1)

When you install it, it will automatically upgrade all the device defaults unless you say No. If No then it just installs the loads but does not upgrade the device defaults page and you locate the new one you want via explorer and then load it into the specific device default. The issue being if you upgrade the defaults then potentially all your phones may see the new load and upgrade at once - it depends if you want this

All I'm after is the support and firmware for the 7921. I dont want all the other phones getting new firmware at this point. I'm guessing I need to install this on pub first then install it on sub?

Install it on whatever server is acting as the TFTP server (or servers) in the cluster.

Best practice is to install it on all servers even if you only have one TFTP server. As you said publisher first, followed by your TFTP server (if it is not the same box), and all your subscribers afterwards.
As if you are doing an upgrade.

Doing it on the publisher/TFTP server only will work also.
