Device CONFIGMG VMM32

I hope someone can help me with this problem.

I have a Toshiba Satellite 1715XCDS Notebook
BIOS Version 1.04A.ROM
Pentium III
Intel Mobil Celeron MMX,SSE Clock Speed 600 MHz
Extended Memory 196180 kb

Windows Me Operating System

While Booting up the process Hangs when loading the CONFIGMG DRIVER.

Error Msg. WHILE INITIALIZING DEVICE CONFIGMG
Windows Protection Error, You need to restart your computer System Halted.

I can get into windows via SAFE Mode.
I can boot from a boot disk to connect with the CDRom.

I have tried to uninstall then reinstall Windows ME Twice.

I have replaced the VMM32 Forlder and VMM32.vxd File.

For some reason I am unable to use the Restore feature.

I am out of ideas.

Any Suggestions - I've read all the prior posts. No help.

Try restoring the file with System File Checker, with the CD at hand.
Your help files will explain how to use SFC...
 
I'm also prompted to ask: is this an update install or fresh install?
