Not sure exactly what part of outlook you're talking about. But if you're wanting a tree structure, then insert the Microsoft TreeView control (you will have to populate it programmatically).
You will have to use Activex controls in your form. Have a search on "VERTICAL MENU" with google.
You can also arrange all the command buttons at the left from top to down. But you don't get the functionality of Outlook(Close/Open) with this
