Desktop "Pop-UP" cannot remove 1

On an XP Pro Pc, there is a black desktop with a inserted banner saying

WARNING!
You are in Danger!

blah..blah..
Secure yourself right now!

Ive run Cwshredder (latest) Spybot & Adaware Personal (updated plus a couple of others and although they found and removed lots of crudd , this screen persists.. I've looked into msconfig and pretty well removed anything suss from loading ( I'd hope..)
I've installed a current updated virus (commercial.. VET) program and although it found one virus it doesnt any more.
I thought I was pretty well up on removing these sorts of threats.. apparently not!

Any suggestions??

Oh my Gawd.. just fired up another PC with the same thing..

I did find the file that contains the text.. it appears just to be a url shortcut... it was in desktop in the personal folder in Docs & Settings... named desktop.htm..

Having removed it to the trashcan (not deleted altogether) the background screen now is a creamy/grey color but the thing is still there.. just no background or text..
I tried changing the background thru control panel but it isn't effective at all..
Hope that throws further light on it..
