Designating a Default Folder in Outlook XP

How do I designate a folder or a URL to be the default page that someone sees whenever they log in to Outlook XP/2000/2003? It uses cookies and has active content, so I can't use it with Outlook Today, the Inbox or the Calender because cookies and some active content is disabled on homepages assigned through them. So instead I want to be able to designate a homepage associated with a folder as being the first place someone goes when they login to Outlook.
