Denial event 1190 - 4 local area codes 1

Having difficulty identifying where I need to modify. this location is in the Saint Paul, MN area which has area codes 651, 952, 763, and 612.

this is an LSP - G450 - AACM 5.2.0 -

local calls only require 10 digits - no need to dial 1+ area code.
this works for the area code assigned to the location. The other area codes, when dialed as 10-digits, provide denial event 1190. I know it is a setting somewhere on the trunk group. Any help is appreciated. Attached doc with info:

Using 651 as the NPA (area code)

You will get a screen which will allow you to enter another ARS pattern. Create one for each of these area codes, with a min/max digits of 10. Send them over whatever the route pattern is supposed to be (Try list route)
