Delta Algorithm

Hi, does anyone know a good way of implimenting a delta algorithm in c++ or know of a good place that i can find examples of it.

In short can any one help me make a delta algorithm in c++

As a result of work that i have done over the last few doays on this i have also found hat what i need to be looking fo is called the hebbian alsorithm(rule), does anybody know how to impliment a somple rule, generically in c++. Cheers again for your time
