Dell Latitide c840 boot problems

I have a Dell Latitude c840 when I turn it on you can here it try to startup the power and hardrive lights are fully light and the capslock light is flashing. This last about 8 seconds and then machine switches off. This is as far as I can get,

Any ideas

O.k need to do a few checklist things.
1:remove the battery and try again just using power from the wall and see if problem persists.
2:Listen carefully are the fans powering on / or try seeing if they are expelling air through the vents.
3:Is there any kind of POST screen/any display at all?
4: is there any beeping at all from the internal speaker?
