Dell ethernet connection causes linksys to flash constantly

I know that this is for desktops, but hopefully this will be a similar answer regarding my dell 8100 laptop. I have used it at my previous office with no problems, it was a t1 connection and internet worked fine. I am now in a new office with dsl and I am connected through the router. The wierd thing is, when I plug in the ethernet cables and after the linksys router light shows up it is flashing rapidly as my laptop boots up, there can't be any internet activity going on, but it constantly flashes rapidly the whole time, and I rarely get an internet connection. I went to cmd and pinged yahoo, 3 timed out the 4th one made it. Is this a faulty nic card, or what other steps can I do to check this out. Your help would be greatly appreciated
 
Mine flashs all the time even when the computers are off. Cable hookup.
 
Check that your IP is unique if using static IPs.
 
Verify that the ethernet cable is good. Test and or swap with another.
