Delivery Failed 554 5.4.0 Too many Received: headers

Hi, certain organizations are unable to reply back to us via of email. We can send an email out, but they are unable to reply, or send out a message at all. We have Exchange 2000 and recently got a new IP address to get us off certain SPAM lists. The message they are getting when their message bounces back is "Delivery Failed 554 5.4.0 Too many Received: headers" I can not figure out how to fix this, or exactly what it means. Any advice would be greatly appreciated. Thanks!

First Available: Exchange 2000 Service Pack 1

Possible Cause:
Authoritative host not found in DNS
Smarthost entry is incorrect
FQDN name in HOSTS file (fixed in Windows 2000 Service Pack 3 (SP3))
DNS failure or you construct an invalid IP address for your smarthost. *
SMTP VS does not have a valid FQDN or lookup of your SMTP VS FQDN lookup failed.
A contact's SMTP domain does not resolve to any SMTP address spaces.
Troubleshooting: Check the DNS using nslookup. Verify the IP address is in IPv4 literal format. Verify valid DNS entry for server/machine name in question - if relying on FQDN in HOSTS file, ignore and update entry in Exchange System Manager with valid IP address or correct name. Dan
