Deleting access is denied files 1

Hi, How would someone go about deleting files that wont seem to uninstall from the add remove programs, the softwares uninstall app or even simply >shift>del it? Writes "cannot delete ace.dll. access is denied file may be in use. I checked the task manager applications tab and processes tab and it doesnt seem to be there either...
Anyideas?

Reboot the computer into Safe Mode with DOS prompt(press F8 on POST). Find the file in the dos prompt and type &quot;DEL <filename>&quot; and hit &quot;ENTER&quot;.

That should work.

When I had a problem like that, I did the following,
start/files and find/ type in name, program was found, highlighted all and then hit delete button.

Difference was, in my add/remove file the program had red cirlce with diag line. This did delete program.
