Delays when using ftp or telnet

I have two RS/6000 servers. Both with 10Mb ethernet cards.
System (1) can ftp or telnet to other servers very quickly, whether logged in as root or not.
System (2) has a long delay when ftp or telnet'ing to the same other servers when NON-root.
Both machines are configured the same.
'hosts' file have been checked, user permissions, groups look ok.
Eventually all logs in, and data transfer is OK.

Are you using DNS - if so the /etc/netsvc.conf file should read:

hosts=local,bind4

What are the "other Systems" running into which you want
to telnet or ftp from your RS6k servers.
Slow response on ftp/telnet is usually caused by wrong configurations of named deamon(as said
by PSD) but you can also check few other things:
1.Run netstat -v to check card performance/errors/speed
2.Check the routing tables of both machines and see whether
it is same for both machines....if not what is "difference"?
check mtu for all "different" devices....and also mtu for your machines.
3.Also check network performance by using netstat -i and increase mbuf if necessasry.
