delayed ring IP Phone not working 2

we have setup a couple of IP Phones with "brideged-app" of others and set options as follows: ( same Bldg and region)

system features :
Auto Abbreviated/Delayed Transition Interval (rings): 2

SYSTEM PARAMETERS CALL COVERAGE / CALL FORWARDING

CALL COVERAGE/FORWARDING PARAMETERS

Local Cvg Subsequent Redirection/CFWD No Ans Interval (rings): 4 ( was set to 2 rings !)
Off-Net Cvg Subsequent Redirection/CFWD No Ans Interval (rings): 2
Coverage - Caller Response Interval (seconds): 4
Threshold for Blocking Off-Net Redirection of Incoming Trunk Calls: 1

Phone B has bridged-app of Phone A

Phone B has options ticked off as follows : (2nd page )

Redirect Notification? y
Per Button Ring Control? y
Bridged Call Alerting? y

(3rd page)

BUTTON ASSIGNMENTS

1: call-appr Auto-A/D? n Rg:r

If I change options to either r or a I get immediate
and n I get no ringing
ringing r - ring , a - abbreviated-ring, n - no ring

I have played with delayed settings changed cover path of
user A to ring more times before coverage to allow time for
delay to kick it after 2 rings ....have I missed something

most times user A not even at phone but they want to ring
Phone A first then delay to secondary users to allow user
A to at least get a chance to get to Phone calls.
