delay problems

Hello. I have an exchange 2003 with problems behind schedule when I make changes in the administration.For example, if I limit the quota of a buzon, the time in being done cash is of 3 hours. How much time is the normal one to be auto-refreshed? I can do a refreshes by hand? That problem may be occurring?
