Definity analog extenders

I have an issue with the Definity analog extenders droping for no reason. Both Avaya and Qwest are pointing fingers at each other, mean while my end-users are getting really frustrated. We've got the call waiting turned off, and checked a few other things, but I was wondering if anyone had this problem before and what you did to fix it?
 
I have had problems with remote extenders doing the same thing, and found it to be a power problem.

The extender was in a booth outside the building, and everytime the air conditioner in the booth came on the line would drop.

In the winter months, the problem went away.

Not sure if this helps, but that is the only thing I found that caused the problem.
