default subscriber password length 2

Anyone know where to change the default minimum password length for subcribers? I think it is 6 now and would like to make it 4

In Exchange, the TUI/Voice Mail Domain. Tab - Subscriber.

What if it is not integrated with exchange?

in the vmsc under telephony user interface > subscriber tab

I am not seeing this option. i am using te web interface to connect to the MSS, is this where the change is made?

The VMSC is on the MAS (Windows box)
