Default Share Permissions

Anyone know how to change the default share permissions on administrative shares (D:\ E:\ etc) to All Users - Full Control as it was in NT 4.0 ?

I have an unusual problem and think this may be the solution.

Any help appreciated -

Don't think $ shares can be changed. You might try creating a "new share
 
That would be correct, you have to set up a new share.
 
I don't remember admin shares being everyone full on NT4 are you sure?

Any shares that you created we're full control. What's the problem that you have?
