Default Remote Access POlicy on RAS

Hi,
I'm getting a bit of a contradicting info on default RAP as it comes out of the box.
One book tells me that by default it's Allow Access To ALL, but then Explicit deny: "The remote access policy is set to Deny remote access permission and the connection attempt matches the policy conditions" is set by default.

MS on their support sites say that it is set to "Allow access if dial-in permission is enabled".

So which one is it, out of the box? Will it allow access to all, or not?

It has been my experience that dial in permissions must be enabled.
 
in other words I understand that the default RAP is "No Access to Anyone", correct?
 
That is my understanding. I have tested by attempting to dial in with dial in permission not enabled and was unable to connect.
