Not sure about tracking changes, but you can create a user in System Preferences and them configure that user to be able to do as much or as little as you wnat to allow them.
It is good practice to have at least two users - Admin user - who can do whatever admin tasks and your everyday user, who has lesser priviledges.
Experiment with it until you create the "perfect" user and the you can deploy that on other computers on your network.

I am wanting it like the default user in windows all software installed on one profile to show up on any profile. Not really concerned about them making changes because they are Macbooks and will be at their house so they need admin rights.
Ok, create a admin user, apply all updates and patches, install all software and any updates for the software.
Then create the everday user and tick the allow this user to administer this computer and all of the apps will show up in the Application folder and your set.
You can also set autologin so they don't have to choose which user. Having a second user is good practice and can be invaluable when troubleshooting issues.

Yes i can get all of the apps to show up in the app folder but i can't get everything to show up on the desktop and dock and such. Also like with VMware I cannot get it to see that I have installed xp on it and would really hate to do this to every machine.
When you say you can't get everything to show up in the dock do you mena the application icons?
You can drag and drop them there or are you looking for something more specific.
I have not used VMWare, but have used BootCamp and Parallels with pretty good results, sounds like it was a bad install.
As for configuring every machine have you considered creating an image and using Target disk mode to deploy that image to the others?

Yes I am planning on imaging the machines....the thing is unless i can get the profile copied so that everyone who logs on sees the same thing i'm going to have to go back through and install xp and everything like that on VM. It isn't a bad install of VM i can go into the profile that I created it on and still open it and use it seeing the virtual machine just not on any other profile.
That sounds like it is a permmissions issue. Can you do a get info on it and see who the owner is and what rights the other users have?

You could install VMware and all of your other apps and then use someting like Carbon Copy Cloner to transfer the image to all of the other MacBooks, the install XP for each one. How many laptops are we talking about?

I would take a look at Carbon Copy Cloner then
Test it and see if you can create the image you want with VMware/XP accessible. If not it might be time to contact VMware and see if they can offer any insight.
We use CCC to create images for all of our equipment that goes out on the road and keep an image image in the home office so any computer can be shipped back and restored quickly.
