Default local admin rights?

Is there a setting somewhere that will, by default, allow, everybody that logs on a windows xp pro to get local admin rights?

If this is in a domain, add <domain name>\Authenticated Users to the Local Administrators group on the PC.

If it is a standalone PC or laptop, add the local group Everyone to the Local Administrators group.
