Check the shortcut you're using, it may be specifying the default template to use.

By using the Tools pulldown or right-clicking in the command line, get to Options. In the Files tab, Template Settings, Default Template for QNEW, browse to the file you want to use. Apply and exit acad. The next time you open acad, the template you selected should be applied.
