When I enter only a month and day for a date, Excel displays it using dd-mmm format. 2-18 becomes 18-Feb. Excel "knows. to add the year to the value. If I enter all three components, it gets displayed as 2/18/05. (which is what I want).

Is there anyway to make the mm/dd/yyyy the default formating for dates?

Go to Control Panel then select Regional Options and on the Time tab select the default date format you want on your system.

Changing the Short Date format affects the results when I supply all three components of the date. It had no affect on the month and day only entry.
