Database asking for password to close (AGAIN)

Alright,
I'm going to post this question once more and see what comes of it.

I have my database password-protected. When I open the database, it asks for a password. This is just great.

However, it is also asking for a password when I close the database which is super annoying if I want to do a quick close with a button.

I have compact/repair on close checked. Someone told me in an earlier post that when the database closes, it does the compact/repair and then opens the database again and that is why it is asking for the password. However, after the compact/repair and after I enter the password again, Access does nothing. It just sits there idle. It's not locked up, it's just done doing what it's doing. So it doesn't look like the closing password is to re-open the database. Can anyone help me remove the closing password protection?
 
Is this database secured using Access User Security or did someone write code verify users? If code then somewhere is a call to open the form to reverify. If this is a secure database and the system database is storing permissions then you've obviously come across something I haven't. Is the login for a user or just asking for a database password?

I used the Tools/Security/Set Database Password to set the password. That's about all I know. I unchecked compact/repair on close and it stopped asking for a password when I close but I would like to have that option selected without it asking for a password.
 
Here is the issue. If you use user level security and create username/password for users they are able to compact the database after logging on the first time without being prompted for the password again each time you compact the database because they are still connected to the workgroup (system.mdw) file. However, when you create a password for the database itself then it will prompt you for the password again each time you try to compact the database.
