daily tip pop up

Is is easy to create a "daily tip" pop up window that opens when a specific web page is opened? And only have the "daily tip" open for people who have not seen that specific tip? I am not familiar with this type of thing, I am not even sure if it is javascript I should be looking using. Can someone point me in the right direction? Thank you in advance.

Popping the tip on a specific page is easy. In order to know if the user has seen a specific tip before is more difficult, and would require cookies.
