OK is have an MICS 6.1. The customer currently has a PRI installed on there system and it works fine. Over the weekend they tried to change carriers. When doing that all the B Channels came up with no issues but the D Channel wouldn't come up and the carrier said that they were getting an error that it was being blocked from the KSU.

99% of the time I have this problem on a turn up its usually a carrier issue but they are insisting that it is not. Any ideas on what I can do to get circuit turned up?

Are your channels provisioned under maintenance> provisioning?

Yes.

Let the NEW carrier know that it works with the OLD carrier just fine. Also make sure that you don't need a cross over cable for the new circuit.

The NEW carrier is very much aware that it works with the old carrier. Yet they are very insistent that it is not there problem. We also tried a T1 crossover cable and were unable to get the B Channels up. Im pretty confident that its a carrier issue

make sure the new carrier is set for NI2 in the office

It is 100% a carrier issue.
We have virutally no control of the D channel.
All you can set is the protocol type.
If the Protocol matches the carrier, you're done.

Are any of the LED's lit on the DTI card?

It is most likely a carrier issue. Request (or demand) that they send a tech out to the site with a TByrd 2200 or equivalent and make the tech hook up to the PRI and make and receive calls. If he can't do so successfully then the CO needs to look at its setup. If he can, then check his TByrd's set-up and compare to your PRI configuration.

On the DTI card I have a solid green status light and an amber alarm light. When I go back to the old circuit the amber alarm light goes away. I have a vendor meet tomorrow with the tech from the LEC tomorrow. They were able to make and receive calls but was unable to pass Caller ID because the D Channel wouldnt come up.

They have a problem and they're blowing smoke up your butt.
The D channel is used for all of the signaling information, not just to pass CLID. You can't make and receive calls without a D channel since it passes all the setup info.

We already know there is nothing wrong on the Norstar due to the fact that it works with the other circuit.
If you matched your PRI setup to what they said it is, that's all you can do.

Of course, they are probably reading the setup off a work order. Your vendor meet should reveal the truth.

Well I went back this morning and met with the tech from the LEC who for some strange reason was there 30 minutes early. When I got there he already had his TBerd hooked up and was testing the circuit and everything tested good. I have to go back this afternoon and install the circuit on the system. I'll keep you posted on how it goes.

Don't LECs understand the term vendor meet anymore?

I've had that happen to me twice recently, too.

OK got my circuit turned up. Turns out the RJ48x the LEC installed off the smartjack was terminated backwards. After I fixed the jack the circuit came right up. Dont know how they got it to work this morning but they did.
