When you issue the cutovr command after upgrading core 1 what are the detailed effects?

IE: No Dial tone for how long or just no in and out calls etc...

It is an INI of the switch to force the processor to go to CPU 1 in your case. An INI takes about 1 minute to complete. If you upgraded Core 1, it could take several minutes to complete because of the firmware upgrade of your system. i.e. t1 cards, fiji cards, controllers, msdls.
What it does is disable Core 0 and INIs Core 1 if you were upgrading Core 1. That means Core 0 was on line while you were upgrading Core 1. The T1 PRI dchs could take about 2 minutes or so to establish. You will have dial tone but can not call out if your only outdial is via T1 PRI.
