Customizing permissions for a web-part vs. a list?

I have created an issue tracking list and I would like users to be able to create new issues via the associated web-part. However, I do not want the user to be able to modify an issue once submitted. If possible, I would also like to avoid letting the user access any of the list views. Is this even possible? Thank you very much for any help that anyone can provide.


 
If you're using a list, they you should be able to go into the advanced settings of the list to disable a user from doing those things you mentioned.

 
Thank you for your response, but I'm not sure that I understand. Where in the advanced settings does it specify what I mentioned above?
