custom scrollbar?

this doesn't seem to be an easy one i'm afraid.
Been scoutin' around but can't seem to find how to customise a scrollbar(vert.)whithin a frame tried:

Otherwise, you may simply customise your scrollbar, using CSS. Its very simple.
