Custom MMC's

I've been messing around with custom MMC's but am having trouble creating one for my needs.
What i'm looking for is a limited console that will allow paticular users to change passwords and unlock accounts but thats all, i don't want them to be able to mess with the Active Directory at all other than this. The ones that i have created so far allow too much access.

I then want to put this in a shared folder that only they can see.

Has anyone done this?

In AD users and computers if you put users in an OU and you want a/some users to change passwords etc. Right click on the OU and goto Delegate Control, follow the wizard you should find everything you could ever need in there. Once you have given them permissions to what you want right click on the OU again and select New Window From Here then you can save mmc etc just for that OU.

One point though start a new mmc then add users and comps otherwise you won't be able to save.
 
How do I create one with just more than one container / OU in it??? I don't want to have to create a custom MMC for each OU...
