I know xp has guest,admin and user but i want to allow my brother to access the internet, download and insatll files but not to access C: drive or My comp.

if he can not access your computer and C drve then how he can use, download and where he will install the files. You can create user with limts.

i mean he cant to to C:\ itself, but use My dos as his main folder for files
